The High Damage concept is for a couple reasons. First it simulates a Heavy hit with certain weapons (Martial Arts, Brawling, Bow). Secondly, it can be used to keep our list of weapons down. We use it to simulate Swords/Axes (Bladed Weapons), Sub-machine-guns/Machine-Pistols (Handheld Guns), Shotguns (Mid-Range Guns), Sniper Rifles (High-Power Guns), Visitor Laser Rifles (Laser Weapons).
